iOS 26 update stuck on 'welcome' screen with network connectivity issue

My phone updated to ios26 last night, and is now stuck on the 'welcome' screen and keeps telling me i am not connected to the internet and therefore apple intelligence isnt available - even after i have connected it to my network. It is playing alarms/notifications but wont let me into the actual phone, which is obviously very frustrating, if anyone knows an easy fix to this please let me know.
