“There’s no disk in tray, I’m looking to reinstall it? ( options keeps popping up)”

What do you mean by “no disk tray”?

Is the new hard drive not seen in Disk Utility?

Start with a Restart:

Save what need be, then close all apps. Next, restart your Mac.

Format, then Mount:

Is this a new hard drive? If not, do not format it. If new, you likely need to format this accordingly. So, see if you can access Disk Utility in Recovery Mode. Then, format it to APFS type. So, shut down your Mac > Start up in Recovery Mode > Select Utilities > Open Disk Utility > Select the Drive > Click Mount.
