Is anyone else having issues not being able to set up the new iPhone 17 pro, I'm just stuck in a loop of going through resetting and go again done it 5 times any help. I have master rest both handset still nothing.

I faced this issue and went through reset twice after going through about 30 minutes of transferring data from old phone. I realized that my old phone was at 25% battery. The instructions said to keep the phones charged. The third time I repeated with the phones connected to charging and it worked. Not sure if anything kicks in to save battery juice resulting in lost connection.
I’m having the same issue I called the support team at apple and he said to keep trying they are working to get it sorted asap! I thought it was something I was doing at first!!!
As someone who sells these phones I can tell you the issue is NOT resolved.

I have exactly the same problem
Terrible resolution too, restore to a back up more than 2 weeks old because it said the most up to date wasn’t compatible with iOS 26 even though they was the same version on both phones

Nah, just wait. You can be assured, Apple is working as fast as they can to get all systems running smoothly so people can set up their new phones. Mine are on a truck and should be according to the delivery map be arriving soon.
Update.
After managing to contact Apple support via chat on my iPad it’s just started working. That’s after Apple blaming my WiFi set up and wanting to phone me - even though I told them I have no phone now they messed up the set up. He admitted then then they’ve had problems all day!!!
It took 4 attempts to get my iPhone 17 Pro fully set-up (upgrading from an iPhone 14 ProMax). It would begin, get to the point of transferring data... then crap out and demand to start over... a royal pain in the tail.
Rebooting router worked. Just had a 2 hour long text exchange with apple. Set up wouldn’t work till I used hotspot, then same again later with eSIM. Strangely some websites would load, others didn’t. Instagram was fine but twitter wasn’t etc. Apple support page had “cannot connect to server”. Anyway, long story short, a restart of my router fixed it. Strange as every other phone in the house works fine and I set up a 16 pro max only a few months back with no issue on the same network. I definitely think there’s an issue in the iPhone 17 software somewhere as there’s plenty of people having this issue.

Yes, the new iPhone 17 has a bug. I started the setup process and successfully transferred all my old device data to the new one. During the process, I got the option to update to the new iOS 28.1, and after that, it got stuck in a loop. I can't proceed further despite trying all possible methods. If Apple's intelligence isn't working in India, why did they release it? Any help would be greatly appreciated. Thanks.

I have just purchased an iPhone 17 pro and I am trying to transfer my data from my iPhone 15 pro, I am getting stuck in a loop going round and round in circles tech support don’t know how to help. Normally setting up an iPhone is easy but this a nightmare
