Edit to Contact Does Not Stick First Try

When I make an edit to any of my contacts on my iPhone or iPad, the first edit disappears. Only after a second attempt does the change stick. The problem then disappears for good, for any contacts after I've attempted a change from my iPhone or iPad. In other words, the first edit disappears and the contact reverts back to the cloud-based version, but also corrects the bug for any future edit attempts, but only for that particular contact.

I realize it's likely an issue with syncing to the Outlook 365 cloud, but I've tried deleting the iPhone and iPad connections from Outlook (web) to reset but I still have the issue once I re-establish the sync connection.

I sync my iPhone and iPad with my Outlook 365 account. I also sync with Outlook 365 on a Windows 11 PC. I can make edits on my Windows PC with no issues.

The problem seems to have started after I transitioned from my prior approach of syncing to the iCloud with Outlook from a Microsoft office suite (2016 or 2019?) which was stored locally on my windows PC. I have turned off iCloud syncing of all contacts & calenders from my iPhone and iPad.
