If you bought the phones from Apple, you didn't get scammed. Something went wrong yes, but scammed? No. And you are asking only other users why this happened, which clearly no one here could possibly know.

You said the store, but you didn't say if it was the Apple Store. Was it? Or did you buy from someone else?

It won't really help you much or at all to know if it happened to anyone else. It's unfortunate, of course, but if your phones weren't there, there isn't anything anyone on this user to user only forum can do to help you get what wasn't available. Apple will of course make this right for you.
