If it's a bug in Tahoe, then on my Mac running macOS 26.2 I would not be able to take a screenshot of your post and drag-n-drop it into Photoshop. Yet I can, and it works fine as it always has. Works with the internal trackpad, an external Magic Trackpad and a Magic Mouse 2.

I can also drag PDFs and other file types, works fine. Dropping the file onto the PS icon in the Dock also opens the file in Photoshop (or another of my image editors, if I drop it there).
So, this appears to be a problem with your Mac, not Tahoe. See if the problem is present when you boot in safe mode, which disables 3rd party extensions and performs some system cleanup.
