In newly downloaded Tahoe 26 on my MacBook Pro I can no longer drag and drop a file to a folder if I want to move it to a different folder. Is there a way to allow this as in the past?

If it's a bug in Tahoe, then on my Mac running macOS 26.2 I would not be able to take a screenshot of your post and drag-n-drop it into Photoshop. Yet I can, and it works fine as it always has. Works with the internal trackpad, an external Magic Trackpad and a Magic Mouse 2.
I can also drag PDFs and other file types, works fine. Dropping the file onto the PS icon in the Dock also opens the file in Photoshop (or another of my image editors, if I drop it there).
So, this appears to be a problem with your Mac, not Tahoe. See if the problem is present when you boot in safe mode, which disables 3rd party extensions and performs some system cleanup.
I've found that sometimes you have to drag and drop on the downward arrow to get a file to move to that folder.

What do you mean by LOOKED? As I stated, I tried replicating the issue and could not. Dragging files from Finder into various applications including Adobe Photoshop works fine for me in Tahoe.
What happened when you booted into Safe Mode? Does the problem still occur?

Yeah, I don't have that problem.
I tried everything, nothing worked, except: I converted a few files from MP3 to M4A using Mireth Music (any available converter should work), and I was able to drag and drop them into my iTunes. After doing that, I was also then able to add all my other waiting MP3 files without converting them to M4A first.
Go figure!
I am also unable to drag and drop files in Tahoe 26.2. I just bought a new MacBook Pro and manually moved over files from the 2019 MacBook Pro, the last Intel machine. I was surprised that I could not drag and drop any more. Then I wondered with all the new gestures, maybe there was a new gesture. (Maybe it is PEBCAK, problem exists between chair and keyboard?) When I found this thread, I tried dragging and dropping onto the name. But clicking and holding does not reliably result in being able to drag at all.
Going to fire up the Intel MacBook Pro to see if I can still click and drag. Yep, I can click and drag on that machine 100% of the time.
One of the best features of Mac - dragging and dropping - not working is such a pain.
Why would you have such a bug Apple? !?!? So incredibly annoying and something that could have been solved by now!!!
I just discovered this morning trying to drag and drop a file from the finder into InDesign. Instead of dragging out, multiple files become selected. It's like the Mac thinks I'm trying to select but won't let me pull the outta there. And I'm on an iMac Retina with a mouse...I will say it LOOKS suspiciously like the Haptic thing on the trackpad of a MacBook.
Can somebody else who's actually LOOKED into this before answering encountered this problem? I, too, am on the new Tahoe OS.

Apple doesn't read here in this user-to-user forum for feedback or suggestions. You can, however, let them know your thoughts here:
The fact that most of the "rest of us" don't have this problem indicates that you're going to have to do some troubleshooting, now simply wait until Apple releases an update that may or may not solve your issue.
Lately, Mac OS is getting really horrible about drag-and-drop. The saddest thing is that Windows is better in this now. Please bring all employees to the office. We rely on this OS.

This worked great for me.
I was having a hard time removing a file from downloads and I figured hold the Command button and drag the file to the desktop. I'd try that.
