I thought I could add all of the devices from my family to the Apple Care One plan, but I'm reading its only for the devices with the same Apple ID. However, somehow, my husbands phone is on my plane, even though we have different IDs

Correct. Apple Care One is personal and cannot be shared with other people. It's for your devices only.

That's strange, because it does need to be logged in with your apple account. Are certain your husbands phone is not using your Apple account at all for anything?

That's strange, because it does need to be logged in with your apple account. Are certain your husbands phone is not using your Apple account at all for anything?
