Understanding iMessage delivery status on iPhone

If the previous message you sent show delivered, but the next one doesn’t but are blue, does it mean I am blocked?

And do you know what reason it could be for the previous message to be blue and say delivered (just a few hours before) whilst the newest message is only blue but doesn’t say delivered?

Could be network issues. Could be that the person has all of their devices off.
