Literally that, it was my grandmothers iPhone 4s, it didn't have icloud it was working perfectly i just decided to save a backup on iTunes windows and restore it with the last update to see what it was like to use that phone today. It won't activate, now it's on an activation loop, doesn't matter if i try to activate it on windows with iTunes, macOS Sequoia finder or macOS Mojave iTunes.

One more thing to try before giving the phone Last Rights. MS now uses an app called Apple Devices instead of iTunes. See:

I understand the sentiment, but there's nothing anyone here or at Apple can do to solve this for you. At some point, electronic devices are just too old to be useful.
Nothing to fix. Apple does not activate obsolete devices because they cannot support them.
I'm not sure anyone here will be able to help you much. iPhone 4s is a totally obsolete iPhone, which even Apple doesn't provide any support for. Virtually no modern apps will even run on such an antique phone. It's a phone from 2011, 14 years ago. It's really ready for a recycle bin at an electronics store.

The iPhone 4s has a 32-bit processor and cannot update to iOS 10 or higher. There would be few or no apps for it in the App Store, if you could even connect to the App Store.
Not true. Apple still activates the original iPhone 1, the iPhone 3G/3GS, and iPhone 4 model phones. They also still activate the iPhone 4s GSM models without issue. They have broken something on their Activation servers for the 4s and 5 CDMA version iPhones.
