Either try again later, or if in the US, call Apple Support at: 800-MY-APPLE
Make sure you have Find My enabled on your iPhone as it's a requirement for AppleCare+.
Also, are you trying to add AppleCare+ to a phone you bought in the same country you bought it? If for example. you bought the phone in the US, but you don't live in the US and you're trying to add it, for example in the UK, you can't do that.
