ios26 no longer allows saving full screen screen grabs as PDF

We typically make suggested edits to clients' websites using ios to take a full page screenshot of a web page in Safari on iPad and then marking up the PDF with comments in Acrobat. Since upgrading to ios26 I noticed that it still gives the option to save as a pdf, but the files are invariably flat jpegs without any editable text.

Has anyone had a similar issue and found a workaround?
