Changing your Location:
You can change your location by zeroing-out your Apple Account balance. Thing is, if you do change your location, you’ll lose all of your App Store and iTunes Store purchases, and you’ll have to purchase them again. So, if you are just visiting, then let this be, and don’t have the location changed.
Zero-Out your Balance:
You need to zero-out you balance. To do so, either...
A. Purchase something that is more money than what is in your Apple Account
or...
B. Contact Apple Support, asking them to zero it out. Once zeroed out, you will be able to change your location.
