extremely slow connecting to public wifi Hotspots

Ios devices (iphone 13mini and ipad prop m1) take forever to connect any public captive wifi.

I usually carry android device with me as well and connection is instantaneous (as long as subnet is not full).

typically i would pull my iPhone and would click to connect free / public wifi. I would wait a min or two run out of patience and than i would pull android phone and it would connect instantly. At some point in future minutes later i would notice iphone had also connected at which time i would have bo use for wifi anymore.

im not talking about signing into public wifi or accepting their terms - im talking about point where i would see wifi icon on the top right. I can tell my wifi NIC already has a proper dedicated dhcp so i know there were handshake between devices, but my ios device is not allowing connection to proceed
