My ringtone volume keeps dropping to zero with the “change volume with buttons” setting turned OFF.

Ever since I got my iPhone 13pro max new, every time I wake up to an alarm and use the volume buttons to hit “snooze”, the ringtone volume will drop bit by bit over the course of many weeks until it reaches zero. Now with ios26, it drops to zero within a day or two. I have always had the “change with buttons” setting turned to OFF but it has always done this. The time zone setting change mentioned in other answers to similar questions has not helped. My focus settings are all set correctly again per previous support answers with no positive change. It’s getting to where my alarms are no longer going off with volume at all. This bug or “feature” needs to be phased out ASAP.
