Phone Number Won’t Unblock On List

I have an 8 digit number on my phone block list. I unblock the number via settings (settings —> phone —> block list) and when I refresh the settings app and check, it pops up again. I’ve tried everything. When I go to the contact, it doesn’t say unblock contact on the bottom, nor does it have the small block symbol (comes with new iOS 26 update) next to the name. I’ve hard reset my phone, and I’ve deleted and readded the contact multiple times. I haven’t had this issue with other contacts before. This is an international number. Pretty much have tried everything in this case, and it won’t go away. It seems like it’s permanently stuck there.
