Control Center still accessible on locked iPhone 15 after disabling it

"I'm using an iPhone 15. I went to Face ID & Passcode and turned off the Control Center, but it still works even when the phone is locked. I restarted the phone, and it didn't work the first time after that, but when I lock and unlock the phone again, the Control Center opens again. I've updated to the latest iOS 26. I need a solution for this problem without resetting my network settings."
