"Silence Unknown Callers" is off, but calls are still silenced AND not showing up in Missed Calls

I tried the "Silence Unknown Calls" feature a couple weeks ago for the first time since it seemed useful, but calls weren't showing up in the Missed Calls list, so I toggled it back off. However, Unknown Calls are still being silenced but aren't showing up in the Missed Calls list. I have turned my phone off and back on, and actually got a brand new phone a couple days ago, but this problem persists. I use my phone for business and this is a HUGE problem. I have a seen several posts about this going back a couple years but they all say to just toggle off the function, which doesn't work. I do not have any "focus" options set up. Other ideas? Thank you!

Check Do Not Disturb / Focus:

Go to Settings > Focus (or Do Not Disturb on older iOS versions).

Make sure all Focus modes (like Do Not Disturb, Sleep, Personal, etc.) are off or not scheduled to be on.

Crucially: If a Focus mode is on, check its settings under People > Allow Calls From and ensure it's not set to "No One" or only "Contacts." Also, check Options > Silence Notifications and ensure "Incoming Calls" is not set to "Always."

Check Call Blocking and Identification Apps (Spam Filters):

Go to Settings > Phone > Call Blocking & Identification.

Check if you have any third-party call blocking apps listed and make sure they aren't overly aggressive or that their internal settings aren't set to block and hide calls. You may need to open the app itself to check its specific settings. Some carriers also offer anti-robocall features that might interfere.

Check for "Call Screening" (Newer iOS):

If you have a newer iOS version, check Settings > Phone and look for a section like Screen Unknown Callers (or similar wording). Make sure it's set to Never (or the least restrictive option if 'Silence Unknown Callers' is off but a separate screening feature is active).

Check for Mute Switch:

Ensure the physical Mute switch on the side of your iPhone (above the volume buttons) is not set to silent (no orange showing). While this would only silence the call, not remove it from Missed Calls, it's worth a quick check.
