Pairing iPhone 17 with iPhone 6 to transfer notes
can I pair my new I phone 17 with my old I phone 6 and get my notes to transfer

You cannot pair iPhones with each other in a Bluetooth sense.
There is a feature called Quick Start that makes it easy to transfer most types of data (excluding purchased music, movies, and TV shows) from one iPhone or iPad to another.

Another way of setting up the new phone is by restoring a backup of the old phone to the new one.
Even if you did neither of these, if you were synchronizing Notes through iCloud and/or e-mail accounts, all you'd need to do to get those Notes onto your new phone would be to synchronize it against the same places.
