Are you using the original Apple USB cable and at least a 20W Apple power adapter?

If yes, and it happens again after the force restart, you should report the to Apple Techs directly by using the Feedback link:

Feedback - iPhone - Apple

However, I think that the 2% is within the margin for Optimised Charging Limit, since the iPhone will be charge from time to time during being connected to the power adapter.

Actually, it is normal for the battery to charge to 100%.....even though a Charge Limit might be set to 80%.....to allow the battery to calibrate correctly.

This will happen "occasionally" according to Apple's support documents. When I tried Charge Limits, I found that "occasionally" might be 2-3 times a month. Other users report different results.

It might be another discussion, but I think Charge Limits are more of a gimmick than anything else, so I ignore them and get better battery performance as a result.

Yes, another discussion, but I watched a video not too long ago, where an engineer used two of the same model iPhone, exactly the same for an entire year. One phone had the Charge Limit turned on. The other had just Optimized Battery Charging. At the end of the one year test, both phones showed the exact same Battery Health and the conclusion was setting a Charge limit did nothing to increase the life of the battery.
