Unable to setup iPhone17 from my old phone. Keeps going to reset after transferring apps etc

"Unable to setup iPhone17 from my old phone. Keeps going to reset after transferring apps etc: Unable to setup iPhone17 Pro from old iPhone 15 pro. It says it's transferring all data but stops after enabling some features. And goes to reset mode saying the other phone is not available though its right next to new phone. then no other option but reset"

C. Turn Off ALL VPN Connections:
