ios 26.01 causing frozen screen and apps not to load

I updated my iphone to 26.01 and it has been terrible. I can't open several apps including apple wallet. When I open the settings I have to wait several minutes before it will let me scroll or click. Sometimes it never allows it.

I have restored my phone several times trying to fix it. My last restore I asked iphone not to restore with my backups hoping to get the phone back to its original state and figure out what is causeing the issue. The problem still exists so it has nothing to do with anything in my back up or any of my old apps.

I have reset network settings, I have toggled airplane mode on and off. I have forced restarts. I have turned down the display.

Nothing I do fixes the issue. Any other suggestions would be appreicated.

Oh one more thing...I can't start it in diagnostic mode. It won't let me. When I hold down the volume buttons and plug it in nothing happens.
