I have followed the steps vol up vol down then hold power button until logo comes up it doesn’t I haven’t dropped it or got it wet, and I’m not tech savvy hope someone can help

If you don't have an Apple Store in your area, you can take the phone to an authorized Apple service shop.

By the way you need a new screen at least, maybe a new phone. In case you were looking for a low cost remedy from Apple store.
