If a persons name comes up “red” when I go to message them does it mean they blocked me.

No. There is absolutely no indication for when someone blocks you. You will never know if you re actually blocked unless they tell you.
Red just means the contact is not valid to message.

Red just means it's invalid, nothing else.
SMS or RCS messages will appear in green, not red, unless of course you are colorblind.
No. The red name simply means that the message is being sent using SMS and not iMessage.
You won't know if you have been blocked by the other person unless you ask them and they tell you.
However, if they never respond to your messages, email or phone messages that you leave for them, you can be pretty sure that they are blocking you.....or if they have not officially blocked you, then they are simply ignoring you.
