Cannot change my Apple ID email address

I have a new ISP, so my old email address is no more. I am trying to change my Apple ID email address to my new one. I tried at my Apple Account on the web, but it says the change must be made in the settings of a device. When I go into my system settings under Passwords & Security I can find a window to change my password but not my email address.

I am using OS Ventura Version 13.7.8 on an iMac.

If replies to this problem go to my old email address they will presumably be lost. My new email address is b****t@bill-longstaff.ca

On a Mac see the instructions at Set up your Apple Account sign-in and security information on Mac - Apple Support (choose your system version at the top of the page).

How to change your Apple ID email address online:

1. Go to https://account.apple.com and sign in.

2. In the Sign-In and Security section, choose Apple ID.

3. Enter the email address that you want to use as your Apple ID.

4. Choose Change Apple ID.

5. If you changed your Apple ID to a third-party email address, check your old ID email for a verification code, then enter the code. Learn what to do if you didn't get the email. --> If you didn’t receive your verification or reset email - Apple Support

6. If you use services like iCloud or Messages to share with friends and colleagues, sign in to those services with your updated Apple ID, as indicated in this support article —> What to do after you change your Apple ID or password - Apple Support

When I go into my account, under Sign-In and Securty section, there is no Apple ID. There is an Email and Phone Numbers section. If I open that section and click on my current Apple ID email address, I get a message that says "To help protect your account, some of your personal information cannot be changed on the web. To change your Apple Account, use one of your Apple devices that is signed in with this account in the Settings app.

When I go to the Apple ID section in my Settings I can not find anywhere to change the Apple ID email address.

I have never used Ventura. On my Sequoia Mac I click on my name in Settings and then sign in.
