I purchased my iPhone 5 days ago from T-Mobile Why is it not eligible for apple care.? I declined the apple care during the purchase process , because I didn’t know much about it. Could this be why?

As long as you purchased your iPhone from an Authorized Seller, which T-Mobile is, your phone is eligible for Apple Care+ for up to 60 days, UNLESS you are now in a different country from the country you purchased your phone from. Are you?
If you are in the country you purchased your phone from, open Settings > General > About > below Serial Number you should see AppleCare or Warranty Coverage. Tap it and you should see the option to add AppleCare+.
If you're in the same country as purchased and it's not showing where I suggested, contact Apple directly. If in the US, you can call Apple at: 800-MY-APPLE.
