I use my phone no matter what I do it picks up. It’s constantly listening and texting. I can’t turn it off. I want it not to pick up my conversations constantly.

It's trying to send audio messages? If a Messages conversation is open and you hold your phone a certain way, it'll automatically start recording an audio message. You can disable this in Settings > Apps > Messages and toggling off Raise to Listen.

Turn off Voice Control at Settings > Accessibility > Voice Control. You will have to scroll down a bit, it is not Voice Over that shows on the top of the screen.
Please rewrite your question in a clearer manner. Are you trying to say that when you type, whatever you say is typed too? That's probably diction. To turn off dictation: Settings/general/keyboard scroll down until header English (Or whatever you set your phone to) and turn of "Enable Dictation"
it appears like this may be is touchscreen malfunctioning issue.
Try resetting the phone after a fullbackup and see if it goes away
