Black box with white text highlighting on iPad screen

When my curser touches text it cretes a black box at the top of the screen highlighting the text in white with a black background. What is it? Can I get it to stop? Bill

Have you enabled Hover Text?

Settings > Accessibility > [Touch] Hover Text > Hover Text - set to OFF
