Permissions for Photos and Gallery access

I got my new iPhone 17 pro max, and I couldn't download photos from chats. I got a pop-up window saying how it is a permission issue, that could easily be fixed, however in the app settings when I switch the photo library access from None to Full access, as soon as I leave the settings, it goes back to None.

Also, when I try to go in photos in the Privacy&Security, the whole screen completely freezes. This is a new phone, so I don't understand why I can't set it up. I am still using my old iPhone; I just have a new sim card in the new one, but I am using the same Apple ID and email address. What could be the issue here? I tried factory reset 3 times and restoring the settings through iTunes, it just does not work. Stolen Device Protection is turned off, as well as the toggle Content&Privacy restrictions in the Screen Time.
