Seems a cancelled iCloud + subscription would continue until the expiry date of the current subscription period.

If the cancellation went through ok:

You may want to:

Request a refund for apps or content that you bought from Apple - Apple Support

Eg: says you can:

"Cancel your iCloud+ plan without an Apple device" 

If you no longer have your Apple device but you need to cancel your iCloud+ subscription,
