Spatial wallpapers not working on my iPhone despite disabling power saving mode and motion reduction

Spatial wallpapers aren't working. Power saving mode is disabled, as is the motion reduction feature. I've restarted the phone, turned the VPN on and off, changed different images, and even set custom ones—it still doesn't work.

To add a spatial photo as wallpaper, go to the lock screen, long-press, tap >> Customize << then >> New << and select a photo from your library. Tap the >> Spatial Scene << icon (a hexagon) to enable the 3D effect and then tap >> Done <<. For a photo to be compatible, it needs a clear foreground and background.
