Do I have to have a credit card connected to my Apple account to be able to use my Safari because every time I search in my Safari or I bring it up or something? It always knocks it right back down and I can’t use it.

Using Safari doesn't require a credit card.
Can you post a screenshot showing us what you're seeing?
You most definitely do not need a credit card to use Safari. I too ask what are you actually seeing to make you think you do?
