For iPhone Notes:
At the top level Notes screen, how do I change the order to put "On My iPhone" higher than "iCloud" or an e-mail accounts folder?
Not asking how to sort the notes or the folders they're in. Just the account folders.

Sorry, it is not possible to rearrange the notes locations (iCloud, On My IPhone…). They are automatically sorted alphabetically.
You could let Apple know, though, that you’d like to see this feature: Product Feedback - Apple.
