Apparently you cannot use a card if you are in Russia, only mobile billing. You set up that with a carrier.
Read Apple's article: Payment methods that you can use with your Apple Account - Apple Support
The article can be confusing because although it says you can use “Apple Account balance”, I know that for the USA at least, account balance alone is often not accepted; there must be another payment method present.
