the ECG function on my husbands phone and subsequently the ECG function on his watch say that it is unavailable. I am in Australia and I know that it functions on my own phone and watch. How do I enable this? I have tried everything available currently on the web.

To rule out a software issue, erase the watch and pair it again, setting it up as a new device. You will only lose your created Watch faces and may have to activate the cards in your Wallet app again.
Then check the ECG feature.
