Unable to open the ECG in my Apple Watch

I can't open the ECG in my apple watch series 9, apparently because of my location, although I could do it with my series 4 and I am still in the same region.

How do I activate ECG on my Apple Watch Series 10? Why is the ECG set up button not appearing on my Apple Watch? ECG setup button is not appearing in health>Heart>Electrocardiograms(ECG), screenshot is attached. I reset the watch and repair the watch but the problem is not solved. My phone region is US but i am at Bangladesh. Thank you in advance, please help me out by giving some suggetions. Where did you buy the Apple Watch 9?

Depending on the region/country where the watch has been sold by Apple, not all features might be available.

This can not be changed, since watchOS is also country specific.
