iPhone XS back camera and flashlight won't work

Iphone XS back camera suddenly won't work, the flashlight also won't work. But, the back camera and the flashlight work in certain app (like Instagram). I've tried restaring the phone, force quit the camera app, and even reset all the settings and yet it still won't work.
