The “Hide App and Require Touch ID” feature disappears when Screen Time or Content & Privacy Restrictions are turned off (sometimes automatically after updates). Re-enable Screen Time, restrictions, Touch ID, and restart the iPad to restore the option. If MDM or Family Sharing controls are active, hiding apps may be disabled. The missing “Hidden” folder returns only after the feature is turned back on.
