iCloud Passwords for Windows: Can't sign in due to Windows Hello restrictions ("There is no biometric verifier device available.")

I cannot use iCloud passwords for Windows. Whenever I try to sign in, it wants to sign in with Windows Hello, and then says "There is no biometric verifier device available."

I believe the issue is that my laptop is connected to both a personal account and a school account. The school account manages some security settings and does not allow me to use Windows Hello (because I guess they think it's a terrible idea to use my face or fingerprint instead of a short pin). Since I can't use Windows Hello, I can't sign into iCloud passwords.

Can someone verify if I am just SOL, or is there a workaround? Seems silly that because of these security "features" the end effect is I can't use security enhancing apps.

Sign out your school/work account TEMPORARILY

If your school account is added only under:

Settings → Accounts → Access work or school

You can:

  1. Disconnect school account (only from sign-in, not from school portal).
  2. Restart the computer.
  3. Enable Windows Hello (PIN only is fine).
  4. Sign into iCloud Passwords successfully.
  5. Re-add school account.

🎯 Most users report this works — once iCloud Passwords is activated, it keeps working even after the school account is added back.
