How do I free up iPhone storage and back up to iCloud despite full storage?

My iphone storage is full and i currently have deleted all the apps on my phone with over 3,000 pictures and 50 videos, yet the storage for pictures went from 105GB to 106.6GB. I can’t even use my phone, it’s been over 2 weeks now. I even upgraded to iCloud+ but I still can’t back up, please help me. There are times that I won’t be able to unlock it because it’s not responding, the worse had taken 2 days before I had my phone to myself. I even had to offload some system apps. I currently am unable to post screenshots of the storage for this same reason.
