How do I track a lost device with Find My disabled?

If Find My was not enabled on the lost iPhone, there is unfortunately no way to locate the phone online.

About all that you can do is physically look for the device in the area where it was lost, and ask at restaurants, shops, etc that you may have visited to see if an honest person might have turned the phone in.

Aside from the police or your insurer, no. Apple doesn't deal with lost or stolen devices except for AppleCare+ replacement claims.

Disable Find My on your iPhone is your biggest mistake. These thefts will take your stolen phone home, restore it to a new phone. Just to let you know, your hopes of finding your phone is really low and by asking the owner or someone often visits there everyday, you could find it if you are lucky.
