why is clear button on safari difficult to reach. So much better on my old iPhone 12 Pro Max it was all at bottom of screen now you’ve got to hod two buttons one at top one at bottom of screen to clear and close tabs. So annoying.
That's your browsing history, not the open tabs.
In any case, that cannot be changed.
You can offer Apple feedback and if enough people do they may offer a way to change it.

Not sure what you are talking about, the button that opens all the tabs in Safari on iPhone remains at the bottom.
Are you sure you are tapping the correct button?
Also, you can change the layout for Safari in Settings ➜ Apps ➜ Safari ➜ Tabs you can change the position of thew search bar and the button availability.
Yes you’ve got to tap the top clear button to open the other options. It’s silly doing it twice.
