There is no app which can clean up an iPhone. And the messages you're seeing are Phishing Scam messages, designed to scare you into buying tools/services you don't need for issues you don't have.

Ignore ALL such messages. Block them, report them, but more importantly, don't interact with them or lose your hard earned money for garbage which can do NOTHING for you.

Blocking Ads:

Are you talking about ads in a Web browser here? Or are you talking about Messages app popups?

I. Blocking Ads on Web Browsers:

There are Web browsers out there that block it all like a charm, without the requirement to play.

II. Blocking Messages:

A. Using the App Called Bouncer:

For text messages, there is an app called Bouncer, which blocks messages out by keywords. But, if these are not text messages, then is would not be an option. Here is the link: Bouncer: Text Messages Blocker 4+ - App Store

B. Use Malwarebytes Mobile Security:

The free version blocks popups. The paid version blocks out known spam numbers, lets you add number to the block list, and allows you to report these numbers to the Developer. So, consider using it. Read the following post to see how to use this software: Blocked Numbers - Apple Community. Get it Right in the App Store: Malwarebytes - Mobile Security - App Store
