I am unable to send SMS text messages on T-Mobile. Both iMessages and RCS messaging works great but when sending a text as SMS I get a instant response text saying:

You should contact T-Mobile. That is a message provided by T-Mobile and SMS messaging is a service that is managed by the cell provider.
If you have the TMobile app, you may be able to check the settings there on your account under Message Blocking.
