Face ID can’t be changed because of stolen device protection

I need to reset my face ID but it doesn’t let me because stolen device protection is on. And I can’t turn off stolen device protection because my Face ID doesn’t recognise me anymore.

I just read through that article, and nowhere does it say you can disable SDP using just your passcode. If you could that would defeat the purpose of Stolen Device Protection, because if the thief knew your passcode (possibly by “shoulder surfing” and watching you enter it) could just turn it off. The primary purpose of SDP is to prevent this way of hacking an iPhone.
