App Store app not opening or loading

You should test by uninstalling all VPN's as they are known to cause problems with internet connections. Not sure if you think they are giving you security on your iPhone, but the exact opposite is the case and your personal data is being exposed to that third party.

I assume the first VPN is ExpressVPN, so look for that app in your App Library by swiping all the way to the left. While you are there remove the NordVPN as well. Simply turning them off can still allow them to interfere with your connection. After you do that, then go to Settings > General > VPN, and remove any installed profiles you have there. Then restart your iPhone and try again.
