For all accounts that have such an option, you can create a recovery code of sorts, so that you can get right back in. Print out a hard copy of this code, and print it out, keeping it in a private location that only YOU have access it (perhaps a safe)? As for recovering it without a code, you might need to wait some time, if you try doing so elsewise. Here are just two of such links:

Troubleshooting a Hacked Apple Account:

I. Getting In to your Apple Account and Screenshare:

You need to get into your Apple Account. So, contact Apple Support. If you have a hacked Apple Account, then ask the Apple Rep if they can help you add Two-Factor Authentication. Ask them to assist you with changing your password to what it should be. Important: Perform a trial-&-error login session, prior to ending the call.

• Proceed from there, as necessary
• This Time, Prove a Few Things: If Apple is being pretty picky about this, then prove a few things, perhaps by screensharing you iPhone's camera, while on speakerphone, and with the camera app. This will allow the Apple Rep to see this firsthand from YOUR perspective. II. Secure your Info:

If concerned for device access, then (A)verify your devices, and (B)secure your account. Open a new eMail addressee d use that for your Apple ID.

2. Modify your Credentials:

Having been stollen, someone lily has your credentials. So, by all means, modifying them.

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

III. Report Items to Apple and Others:

In the time this has been happening since 2023, you will have received assistance with this, including your reported recovery and re-loss, and this having followed the instructions to re-secure, so it is exceedingly unlikely you will get any new assistance here. Not short of direct discussions and direct forensics access, none of which is feasible around here.

I would not expect you will get any new security suggestions you have not already received, considered, and implemented as appropriate. This giving ongoing issues, and one recovery and subsequent loss since 2023.

These allegations involve what are seemingly civil or potentially criminal matters too, and mean discussions with your lawyer or with police.

If account passwords were being re-used or if other password compromises happened, and particularly without two-factor authentication enabled, then these and other compromises are to be expected, and the compromised accounts are typically not recoverable. The accounts involved are effectively if not actually no longer yours.
