No Phone Number for my Apple Account

How do I get an Apple Account if I don't have a constant phone number? I'm a global nomad and I have to move around a lot, and like any sane person, I change my simcard when I change countries. I tried using a virtual number but I keep getting an error that "My Apple Account cannot be created at this time."

According to general posts here, Apple requires that you have a phone number when setting up an account. It has to match your country settings, so no setting up an account set to Australia using a USA telephone number. I don't see where Apple says that but that's what others say. I don't know that it has to be long-term but you need to have one if you set up an account or change to a different country. If you can use a temporary one then try doing that, but be aware that you need at least one trusted device or number at the very minimum at all times so you can receive verification codes.
