Bookmarks and favourites are basically the same thing. I figured out how to import Edge's bookmarks using that link, but it didn't import my passwords and I haven't been able to figure that out.

If you mean the bookmarks from Microsoft Edge, yes, you can. First export the bookmarks from Edge (I'm not sure how, though), then import the file on your iPhone: Import data from another browser into Safari on iPhone - Apple Support.

From what I can gather, you can't export the passwords from the Microsoft Edge app on the iPhone.
You could do it on a Windows PC, though: https://support.microsoft.com/en-us/topic/export-passwords-in-microsoft-edge-15c0b4f5-e490-4034-b699-1063bad0cc2d. Then import the CSV file on your iPhone: Import passwords from another password manager into Passwords on iPhone - Apple Support.

I know it sounds easy, but when I try that second link, it doesn't show the CSV file, just the HTML. Tapping the browse button, again, just the HTML button.
I figured it out, in the iCloud settings, passwords was off, I turned it on and all the passwords were imported.
