Two things to try- does the cable charge other devices, but not your iPad? And can you charge your iPad with other USB-C cables, or does it not charge with any cable? That should at least give you an idea of with which item the problem lies.
If the faulty item is new, you can return it within 14 days for a full refund. Even if it isn't, you can claim service under warranty within a year of purchase.
